Tarzan surprises a hunter who has been setting lion traps in the jungle. Just as the hunter is about to shoot a trapped lion, Tarzan swoops down, disarms him and sets the lion free. He takes the hunter back to camp where Jane tears up his hunting license and Dan flies him out of the jungle and back to Bandali. The new commissioner, Wilfred Claxton arrives and announces that he will establish a hunting preserve in the jungle. He threatens Jane with the fact that her permit for working in the jungle can be revoked by him at any time and drives off with his guide into the jungle. Jane tells Tarzan all about the new commissioner and Tarzan decides to teach him about the law of the jungle. After saving Claxton from a series of prearranged frightening situations with Tantor and Numa, and enraged Claxton returns to Jane's camp and threatens them all with deportation if Tarzan does not surrender. Rather than see this happen Jane, Roger and Dan decide to pack up and leave without telling Tarzan the real reason for their departure. Tarzan senses that something is really wrong, and, believing that it is the commissioners' fault, goes after him again. Once again he uses Tantor, Numa, and Kaa, the python to scare Claxton into fleeing into the jungle and eventually falling into a trappers pit. Tarzan eventually gets him out but not before Claxton reluctantly signs a document stating that he will leave the jungle as it is and not establish a hunting preserve. Jane, Roger and Dan are ecstatic about the news and the fact that they do not have to leave. As Dan is about to fly him back to Bandali, Claxton makes it known to them in no uncertain terms, that although they have won one this battle, the war is not over yet.
