Haskell and his gang, disguised as masked vigilantes, use threats, whippings and murder in order to take over the town of Buffalo Flats. Cisco and Pancho, responding to a plea from the niece of a victim, seek to stop the gang. Pancho goes to town as an Italian organ grinder and Cisco as a gambler. They almost lose their necks but finally break up the gang.
